Public Consultation on the ITU 2016-2019 Strategy
The Council of our Member States launched the development of a new ITU Strategic Plan for 2016-2019, which will be approved at the ITU Plenipotentiary Conference in October 2014.
In preparing the Secretary General’s contribution to this work of the Council, we are asking for your inputs to the debate.
Tell us what you expect from ITU in the future, where we should direct our efforts to best serve everyone, including you; and which challenges we should be prepared to meet.

Note: The remit of the ITU is defined by the Basic Texts. The strategic planning process aims to define the strategy to be implemented within the ITU's mandate and therefore proposals shall be within this scope.
Human and community based telecommunication is high priority than business interests!
Important expectations of communities (humans) from telecommunication services in peace time and in case of disaster are:
-Connection and information exchange to care and simplify peace life.
-Pre-disaster information before, minimum stable telecom service during, status info after disaster.
To meet such expectations need to standardize existing telecommunication networks to be achievable with maximum coverage (due human aspect: poor, rich, disability, child, elder / and due location aspect: urban, villages), sustainable with improving resilience and redundency.
Lets maximize productivity and minimize interruption of life via available, achievable, standardized, sustainable, unique ICT-s and meet expectation of all in globalization world!
ps: Environment is unstable than humans guessed. Telecommunication developed rapidly than humans can learn. ITU is able to meet humans expectation more than ITU current contribution. Ventors& providers are capable to accept requirement of ITU than to avoid them. Governances are responsible-intrested party to assure community (humans) based
telecom in locally and integrate them to globally than to ask help in emergency.
Are you aware of the mandate of the ITU?
List three key ways your life and activities are affected by information and communication technologies
-Lack of early warning via telecommunication which is main role for care and minimize impact of humans.
-Lack of resilience of current telecom services. Service providers do not wish to invest enough for resilience especially in case of it is not required by local regulators. Also vendors not improve enough emergency support and recovery capabilities to react and provide service with stand-by staff and technologies, because customer (service providers) does not require it or not faced with huge service interruption. Telecom service providers not developed Business Continuity and Disaster Recovery programs which is best tool for improve resilience and be prepared any crises.
-Lack of reachable, usefull and simple telecom services, devises for all range of humans depends of status and locations.
What trends in information and communication technologies should ITU consider while planning its strategy?
Today trend-world globalization requested to focus on standardization.
-Develop and improve requirements and normatives for resilience of telecom sevices, providers, vendors depending on status of market (due national, regional, global market status. How? I can explain in further.). Agreement with governances to develope and implement Business Continuity, Disaster Recovery programs (with referncies to best practice and standards) on all level of local critical telecom service providers. Create new standard and recommendation in that area.
-Stimulate to develope simple, achivable telecom devices and services for all around world.
-Develop and improve requirements and normatives for establish global, regional Early Warning System (EWS) via all critical telecommunication networks and devices on main and on alternative levels. Support for creating of requirements for awareness on EWS-s of consumers of telecommunication services. Tune existing EWS-s to one unique standard.
What would be the main areas and opportunities for improvement of the ITU?
Standardization and requirements for existing and future explored technologies.
What are the top three achievements you would like to see the ITU accomplish in the 2016-2019 timeframe?
-I wish to see: Resilience and redundency standards, recommendation of ITU developed and country members of ITU required them from local market players.
-I wish to see: Business Continuity and Disaster Recovery programs implemented by all critical telecommunication service providers and vendors.
-I wish to see: ITU contribution on EWS via all existing ICT-s developed and unique system implemented in locally and globally.
What do you consider to be the top three challenges for the ITU’s work?
-Disagreement with players and ITU members
-Catastrophic Disaster, or destroy and interruption ITU ctritical activities (thet is why ITU need to develop Business Continuity progrem in whole ITU HQ and regional level to safe of critical function. ps: not only IT function)
-Political will of ITU governance team or financial problems.

I guess that coming event related "Launching “Open Talks” with ITU Secretary-General" will consider also ours contributions and ideas.
It will better to see valuable comment of Secretary-Generaly to any of existing contribution in "Public Consultation on the ITU 2016-2019 Strategy"
