Public Consultation on the ITU 2016-2019 Strategy

The Council of our Member States launched the development of a new ITU Strategic Plan for 2016-2019, which will be approved at the ITU Plenipotentiary Conference in October 2014.

In preparing the Secretary General’s contribution to this work of the Council, we are asking for your inputs to the debate.

Tell us what you expect from ITU in the future, where we should direct our efforts to best serve everyone, including you; and which challenges we should be prepared to meet.

We invite you to participate in this Public Consultation. We are looking forward to your opinions.

Following requests for an extension of the deadline for contributions, the closing date for content submission has been extended until September 23, 2013.

Note: The remit of the ITU is defined by the Basic Texts. The strategic planning process aims to define the strategy to be implemented within the ITU's mandate and therefore proposals shall be within this scope.

BRINGING ITU TO DEVELOPING WORLD

The changes in technology, economic importance, growth hot-spots and world political resettlement is forcing a change in the way world institutions view and operate in the FLAT world.
ITU has to engage developing countries by bringing its activities to them rather than asking them to come to it. This is possible because of technology and increasing prosperity of developing world.
I suggest multiple action points for ITU-T, ITU-D, ITU-R and GS based on current trend and telecom world structural changes.

Are you aware of the mandate of the ITU?

YES

List three key ways your life and activities are affected by information and communication technologies

Economy: Increase in personal income and efficiency due to ICT.
Social Network: Larger and better network with friend, family and business associates due to ICT
Life in general: Better governance, utilities and citizen services due to use of ICT

What trends in information and communication technologies should ITU consider while planning its strategy?

Major trends are:
1. Cloud
2. ICT Education and adoption by masses especially mobile telephony (used by even lowest strata of society)
3. Convergence of telecom, media and computing
4. ICT has become much more affordable and open source
5. Increased economic power and aspiration of people coming from developing world
6. Social media as major influencer
7. Advancement in Nanotechnology, Artificial Intelligence and Energy Efficiency
8. Acceptance of Transparency and better governance in Telecom resources (spectrum, radio, space etc.)

What would be the main areas and opportunities for improvement of the ITU?

1. The Radiocommunication Sector (ITU-R)
1.1 Promote efficient and optimized use of spectrum across the globe e.g. promote the use of white spaces
1.2 Promote spectrum farming and trading best practices
1.3 Ensure fair pricing of spectrum across the globe and stop unfair practices/monopolies e.g. ensure necessary spectrum band are available for free for public use (e.g. wi-fi 802.11, blue tooth, amateur radio etc.) and not all bands are pu for sale and sold for commercial purpose.
1.4 satellite, Maritime and terrestial Spectrum harmonization for natural and man made disaster prediction, monitoring, prevention and relief.
1.5 Spectrum band cohesion/harmonization between developed and developing countries.
1.6 Look at inter-satellite communication area
1.7 Seek participation from all sections of society namely government, public and private institutions/companies.


2. The Telecommunication Standardization Sector (ITU-T)
2.1 Promote formation of standardization bodies in developing countries
2.2 Provide free education on standardization
2.3 Ensure mandatory backward compatable of new standard e.g. TD-LTE with WCDMA and GSM
2.4 Promote cross standard equipment and devices for public good and mass benefit e.g. TDD-LTE plus FDD-LTE plus WCDMA plus GSM 900/1800 mobile phone
2.5 Las but not the least, convergence of standard and coming up with one universal acceptable standard for telecom and digital media world. I do come across different standard for digital media, broadcast and telecom equipment and services which are becoming outdated since lot of multimedia is now on telecom using iptv, digital cable, OTT on ip network, broadcast on mobile network etc.


3. The Telecommunication Development Sector (ITU-D)
3.1 Promote broadband access along with ICT access as fundamental right of world citizen
3.2 Free training and education on broadband policy to managers, ICT and broadband usage to masses
3.3 Start cross industry dialogue and forum movement on machine to machine communication as ITU has started on Internet society
3.4 Cyber security as must e.g. big movement on safe use of internet and telecom equipment and services. Intention is to stop terrorists to use IcT/web/cyber world for destruction and money laundering which is already a big problem now.
3.5 Use of telecom, broadband and ICT for financial inclusion.
Mass promotion of financial literacy on mobile telecom and mobile money used for financial inclusion.
3.7 Medical sector and its coherence with telecom world need to be looked in detail, beyond the realms of existing reviews of tele-medicine.
3.8 Promotion of global best practices via free publications e.g. shared BTS towers from India and use of green energy in India

What are the top three achievements you would like to see the ITU accomplish in the 2016-2019 timeframe?

1. Promote broadband access along with ICT access as fundamental right of world citizen
2. Make sure sufficient spectrum is available in three slots: commercial/paid, semi commercial/government use, free/public use
3. Shift focus and on ground activities to the developing and least developed world

What do you consider to be the top three challenges for the ITU’s work?

1. Finances/Cost: Can be managed by sourcing manpower, consultants, organize events/conferences/training at developing countries which comes at low cost e.g. use of organizations like ITU-APT of India.
2. Publicity/Increased Participation: Doing activities and events in Developing world will bring in mass participation, free publicity in developing world, increase ITU awareness and adoption.
3. Keeping Work groups / world conferences / Events relevant and recommendation acceptable globally: Promote national standard bodies and then integrating them with regional and world bodies is a logical move since government influence in Telecom is decreasing due to convergence trend.

1.1 Use of public forum/organization/industry association like ITU-APT of India for sourcing local resources like experienced consultants who can work on ITU projects.
1.2 Use of public forum/organization/industry association like ITU-APT of India for inputs to ITU-R/ITU-T/ITU-D via local conferences
1.3 Use of public forum/organization/industry association like ITU-APT of India for delivering training seminars in India
1.4 More general conferences, working group, advisory group etc. meeting in developing country for free publicity and increasing participation e.g. ITU-D conference in Hyderabad, India 2012
